After our discussion with the township on April 5, 2023 our consultant have reviewed the property in more detail and would offer the following feedback.
The property is a mix of industrial (majority) and residential designation in the West Elgin Official Plan.
In order to support any type of residential subdivision on the lands in question the first step would be an Official Plan Amendment.
Removal of the industrial lands would require planning justification to be provided through a comprehensive review process.
The terms of reference for this would be developed in consultation with the Municipality and County.
If the designation is successful, the Official Plan policies for the property would outline a number of requirements specific to its eventual development.
Such as but not limited to:
i) Addressing compatibility between the residential development and abutting industrial use to the east;
ii) Environmental assessment of the existing pond & wooded area on the property. This will determine impacts and if any of the wooded area could be removed. There is also a potential option to use the wooded area as parkland;
iii) Traffic Impact
iv) Functional Servicing Report
v) Stormwater management
vi) Archaeological assessment
