How do you like below Markham  3.856 ACRE APPROVED DEVELOPMENT SITE with below potentials & upsides?

 

  • Draft Plan of Subdivision and
  • Zoning Approved to permit 76 grade-related common element townhomes.
  • Units consist of 69 three-storey street townhomes with rear yards and 7 three-storey live/work townhomes with amenity decks.
  • 76 units - common element townhomes
  • 69 x 17’ three-storey street towns ~ 1,815 SF
  • 7 x 17’ three-storey

 

A Zoning Bylaw Amendment and Draft Plan of Subdivision was approved by Markham City Council .

The approval included 69 townhouse units and 7 live-work units. These approvals are not impacted by the City Initiated Secondary Plan that has been ongoing in the area since 2017. Within the November 14, 2017 approval there were two key requirements:

Resolution 6) "That servicing allocation for sixty-nine (69) townhouse units and seven (7) live-work units be assigned to this project subject to receiving a letter from the Trustee for the Landowner's Group confirming the Application is in good standing; and."

Resolution 7) "That the City reserves the right to revoke or reallocate servicing a/location should the development not proceed in a timely manner."

The City has confirmed that a 3 year Draft Plan of Subdivision approval extension had been granted as of October 20, 2020. Draft Plan of Subdivision approval is now set to lapse on November 14, 2023. There have been no amendments to the original draft plan conditions. Our understanding that servicing allocation is still available for this site but the exact steps to secure the allocation requires additional discussion with other parties including the Landowners Group and the City.

The first detailed engineering submission for the Plan of Subdivision was submitted July 8, 2020. Our understanding is that the last Site Plan submission was made on May 29, 2017 and it is our understanding that no subsequent Site Plan resubmissions have been made. The City Planner has also confirmed that the Site Plan approval has not been endorsed by City Staff.

 

The City Planner confirmed that neither the Subdivision Agreement or Site Plan Agreements have been prepared and they were not aware of any Letters of Credit yet posted. The City also confirmed that the Subdivision would need to be registered before the Site Plan application can be approved and Site Plan Agreement executed and registered on title to the applicable development blocks created as a result of the Subdivision registration.

 

The following steps are required to be completed before issuance of Building Permits:

1.       Obtain approvals from City to Preservice Subdivision/ Site Plan portions by Summer, 2021.

2.       Preservice Subdivision/ Site Plan by Fall 2021.

3.       Prepare and execute a Subdivision Agreement by September 2021.

4.       Register the Plan of Subdivision in October 2021.

5.       Final Site Plan drawings approved by City on November 2021.

6.       Prepare Site Plan Agreement and Register Agreement on title by December, 2021.

7.       Pull Building Permits for House Construction - February, 2022.

 

This schedule is under the assumption no further Planning Approvals are contemplated including Official Plan Amendments, Zoning Bylaw Amendments or Minor Variances.
